TRA's team of professionals brings a broad background of expertise in the fields of asset management, property management, property accounting, database development and geographic information systems, real estate development, public private partnerships, brokerage, right-of-way/eminent domain, appraisal, planning, economics, law, and public procurement/disposition. In addition, TRA has developed a core competency in transportation-related properties, such as railroad right of way and highway; we understand the special attributes and constraints of this property type. This broad set of capabilities enables us to provide solutions that are geared to your specific needs- while always taking into account the primary operational use of your assets.
Principals & Management
David T. Arthur | Principal
David Arthur has more than 27 years of professional experience with public and private clients working in the areas of business development, marketing, design, construction and real estate asset management and investment. David has managed projects ranging in size up to $15 million. A principal at Antrim Management, LLC, he manages the development of new projects for TRA with an emphasis on land use and engineering.
William G. (Buzz) Constable | Principal
William "Buzz" Constable began his career as a real estate attorney involved in land use advocacy and transit-oriented development. Today, he is executive vice president of A.W. Perry, Inc. and has nearly 20 years of experience in real estate investment, development and management. William is currently involved in TRA's joint development, dispositions, and development of its Geographic Information System for real property inventory.

Jane Donnelly has more than 25 years of real estate experience. In 1990 she formed KC Donnelly &Co., Inc. (KCD), specializing in real estate sales, leasing and consulting. KCD is certified by the Commonwealth of Massachusetts as a Woman-Owned and a Disadvantaged Business Enterprise (WBE/DBE). Jane oversees TRA's retail leasing function and her company provides services related to property sales.

Doug joined TRA in 1996 as a founding member and co-Manager, and became CEO in 2006. He is responsible for the overall direction and growth of the Company, oversees the development of new projects, and advises TRA staff on all aspects of development, finance and public/private partnerships. As Principal of Development Services Group, Doug consults on waterfront and commercial real estate projects in Boston's Seaport/Innovation District. Prior to joining TRA, Doug specialized in the areas of real estate and economic development, public finance and the public approval process with the City of Boston's Economic Development and Industrial Corporation.
John H. Spurr, Jr. | Principal
John H. Spurr has more than 27 years of experience in real estate investment, development, construction and management. Following a 12-year career as a Certified Public Accountant (CPA), he is now president of A.W. Perry Corporation, a 120-year-old Boston real estate and development firm. John oversees the TRA's asset management department.

Lorna Moritz has more than 30 years of real estate management experience in both the public and private sectors as a Certified Property Manager and licensed Broker. She has broad experience in all property types. Lorna is President of TRA and is responsible for strategic planning, overseeing client relations and business development. In her time at TRA, she negotiated $30 million in telecommunications leases, and brought market-based asset management principles to public sector clients.

Francis DeCoste has over 25 years of experience in the real estate development industry. In his career, he has successfully negotiated and conducted due diligence for site acquisitions, performed economic feasibility analysis, coordinated site and building designs, presented to the public proposals for the permitting and approval of projects, obtained both institutional and private financing, and managed the sales and construction of retail, office, multi-family rental, and luxury condominium projects throughout the country. As Chief Operating Officer with TRA, Mr. DeCoste is responsible for directing the daily operations of TRA and overseeing all staff as well as focusing on transit oriented development projects in the Boston and Chicago markets.

R.J. Long has over 10 years of experience in real estate sales, development, analysis and management. He joined TRA as a Project Manager in 2008, and was responsible for retail concession analysis for TRA clients and prospective clients. In his new role, RJ is responsible for TRA’s value-added brokerage services. During his time at TRA, RJ has leased several million dollars of retail property. His specialties include financial analysis & modeling, marketing analysis, real estate portfolio analysis, development of leasing plans, commercial leasing and knowledge of transit real estate with a focus on retail & advertising.

Rayna Rubin has more than 24 years of real estate planning and development experience, including project management from conception through construction. She has expertise in due diligence, design and permitting of complicated commercial and institutional projects with values ranging from $10 million to $250 million. As Manager of Public Bidding at TRA, she has developed a variety of RFPs, IFBs, and ITBs for real estate projects. Rayna is responsible for overseeing the public bid process for a wide range dispositions performed by the TRA staff. She uses her public and private sector experience to successfully streamline the public disposition and procurement process. She has created and implemented effective quality control measures and management documents that expedite the public process and serve to generate higher revenues.

Rachel Goldsmith is an urban planner specializing in the areas of real estate and information systems for property inventory management. Rachel’s deep knowledge of Real Estate title and creating databases to manage real estate information is key to assisting large landowner’s clients manage their assets. For the past 15 years, she has developed and maintained TRA’s LandTracker™ product, a web-based real estate inventory database using Geographic Information System technology. She completed a similar pilot program for MassDOT and NY Thruway and Canal Authorities. Rachel also assists TRA with site selection for Transit Oriented Developments and other real estate development opportunities.
